VoIP is voice communication that works through your internet connection. For decent service you will need to pay a provider a monthly fee. Due to the fact that an internet connection was engineered for data and not voice quality of service with VoIP can be a problem. It does not work through your cell phone. You can buy a VoIP phone that plugs into your computer or you can use a microphone. You can call anyone you want with VoIP and the advantage is that there are no long distance charges above what you pay for the service. There are a few different VoIP providers but vonage is probably the best all around.
P.S. VoIP is not yet a good alternative for a regular phone line due to the fact that 911 does not always work on a VoIP line and QoS can be unreliable as well as other security issues… don’t get me started.

Voice Over Internet Protocol (VOIP for short) is yet another technology that enables you to talk to your friend over conventional telephone. In the conventional telephone a circuit is first established by your signaling your friend’s number . This is called circuit switching. The circuit so established is held (blocked for others) for the duration of your call. In VOIP your speech is treated as though data sent over the Internet ( like an e mail , with the difference that now it is almost real time) using what is called Pocket switching. The net result of this technology is the best use of the infrastructure and hence reduced calling charges. Hope I am clear.
The guys above are semi right. Yes VOIP stands for Voice Over Internet Protocol. And yes it works like any regular internet sevices. It is dependent on internet. However if you get your service from a reputable VOIP such as Vonage, you should have no trouble with it as long as your DSL or cable modem is getting high speed internet. I have 4 vonage lines at my business and they work fine. As for 911 call, there should be notrouble with it as long as you don’t move your phone to a different address without notifying your voip service provider. Vonage took my address down and confirmed that in case I call 911, emergency services will be dispatched to the same address.
