I am interested in all possibilities, i.e., VoIP, mobile, digital etc. The area code for this rate center is 570, and the exchange is 676.

Yep. Pretty much in the middle of nowhere. It’s only served by Verizon 570-676 and Telcove of Pa 570-252 Telcove was bought by Level 3 
So, try calling Vonage and ask if you can get dial tone in 570-252. There should be a Level 3 wholesaler who can give you service.
